As a
candidate for State Representative for District 91, I will be a responsive
elected official and a good citizen.
I will work with others to accomplish what is best
for District 91 and
During my campaign for State Representative, I have conducted myself as a
gentleman, and have worked to use wisdom and vision to discuss the issues.
My opponent has employed his cohort, the
current County Judge, to start a smear campaign against me.
He is running radio ads that state that I have been
“bought by Levi Phillips because he is a major campaign contributor.”
Mr. Phillips did contribute $500 to my
campaign. That
is 2.6% of my total contributions.
Not a major contributor, no matter how you do the
math.
Also, Mr. Phillips is an American, a voting resident of
District 91, and a member of the Democratic Party.
There is nothing illegal, immoral, or unethical
about this contribution.
So why does that matter so much to my
opponent?
My opponent and the current County Judge hate Mr. Phillips.
When they learned that Mr. Phillips and three other
unnamed individuals was renting buildings to the State of Arkansas, they began a
campaign to combine the two judicial districts in Carroll County, close the
courthouse in Eureka Springs, and build a new large courthouse that would house
all of these offices east of Berryville.
I also believe we need a new courthouse
in Berryville, but we should use an intelligent and educated approach to bring
it to fruition, not a personal agenda against a group of business people.
I would like to explain my plan for a new
courthouse.
First, I would keep the Western District
Courthouse open.
I am against the consolidation of the two judicial
districts.
There is no benefit financially to the County to do this.
The Western District Courthouse is one of the few in
Arkansas that actually makes a profit.
There was over $137,000.00 in marriage licenses sold
there last year.
I believe that closing the courthouse would damage
the marriage industry in the Western District and this is a major industry for
the Western District.
My opponent says “he” would keep an office open to
sell marriage licenses in the Western District if “he” is able to close the
courthouse.
This would take special legislation by the Arkansas
Legislature, since the person selling these licenses must be an officer of the
County Clerk and these officers are restricted to work in the County Clerk’s
office.
This is to keep corruption from happening in the County
Clerk’s office.
My opponent says he can work this magic.
So what happens with the courthouse if it
is closed?
My opponent and his cohort say they will rent the
courthouse to the City of Eureka Springs for the same price that the County now
rents the basement for.
Wow! Three floors for the price of one!
There is one huge problem with this.
These are the same guys that doubled the rent on
the basement to the City as soon as they took office because they were not
making enough money off of the City.
There are also the issues of all the
deeds that are filed and the convenience of early voting being available there.
Jury duty for the Western District would also be
affected.
There are nine times as many jury trials in the Eastern
District as in the Western District.
This means that not only do you now have to drive an
additional twenty plus miles round trip, but you will have nine times as many
trials to attend.
Second,
I am against moving the Eastern District Courthouse in Berryville away from the
Berryville Square.
The County owns two pieces of property close to the
current jail that my opponent and his cohort want to build a new courthouse on.
The first problem is that these two pieces of
property do not connect.
The most important problem is that these properties
are 1.7 miles away from the Square.
The economic viability of the Square will be further
put in jeopardy if this source of activity is moved away.
Wal-Mart was the beginning of the end for small town
Squares in America.
We should do everything we can to protect the
economic viability of the Square and small town America.
Third,
I am against a plan to build anything without first having a real plan that
involves the Quorum Court and all County offices.
When Carroll County built a new jail, the first
order of business was to set up a committee to study the size of the building
needed, decide where the building should be built, a professional study of the
cost, and most importantly, how we, the taxpayers would pay for it.
Even with all this planning, the cost of the jail
escalated from $4 million to $8 million dollars.
We need to have a solid plan.
The only plan we have now is in my opponent’s and
the current County Judges’ heads and the plan seems to change every few minutes.
The first cost mentioned by the Judge was $2
million, then $4 million, then $7 million, then $8 million, and now $10 million
dollars.
He has also said he would cap the cost at $7 million, then
$8 million, and now $10 million dollars.
It must be a pretty loose cap if the price has
swelled $3 million dollars and has not popped the top off yet.
Let’s develop a real plan for future.
Is Mr. Phillips a major contributor to my
campaign?
No.
Do my opponent and his cohort have a
half-baked plan for a new courthouse developed on hatred and spite?
Yes.
The main issues for America remain the
economy, taxes, education, and healthcare.
I plan to work for
everyone in District 91 to provide
the leadership that is needed to address these issues.

County.

challenge for every politician.
I pride myself on focusing on what’s important to
everyone in District 91.
Controlling taxes, providing an excellent education
for our children, promoting our agricultural, industrial, and tourism economic
issues has been the focus of my campaign.
